Can't schedule an infopass appointment in New York. No available date in july or august. Tried Virginia, but they didn't take care of me because of my NY residency. Any suggestions?

Where is your file? I guess it is in NE or TX. So, it does not matter where do you go to ask about your case. I think they did not accept you in VA because you are a NY resident.

If you live in NY why are you trying to schedule an appointment in VA? That makes no sense. You will have to travel hours and pay a lot of money just to get there, and sometimes, for nothing.
Is like making a doctors appointment, you try to look for the closest one to your work or home.
