Info for affidavit of support

Hello eveyone,

Can a person living outside of Usa and to no have the us citizenship and the residence status provide me support (I-134)?
I have family in USA and nobody want to provide me that support. I'm asking if my mother from EU can do that? And that case, will it stay the same paper about I-134?
