Indian OIC [so called dual citizenship]

does anyone know how to apply for OIC [recently got USC]?

Consulate General of India NY says:
"Procedural formalities are currently being finalized and the exact date for accepting the applications will be announced here"

but someone from SF said he's already applied?? how come?

meantime do i need to surrender indian pp or just wait till OIC form is ready?
