India or Canada

Hi, when filling out the application for a Green Card I was asked my country of citizenship. The immigration lawer said it MUST be the country I was born in, which is in India. But I'm not a citizen of India. I moved to Canada when I was 2 years old and I became a Canadian citizen in 1975. Should my lawer have put in Canada as the country or was he right in putting India? The reaosn I ask is because my friend, who is also going through the same process, put Canada as his citizenship and he has just recieved his Labor certificate while I am still waiting for mine. We filed at the exact same time.
 
It is right. You need to put your country of birth - that is how INS works for all GC process.

For example in Diversity visa - an Indian born in Nepal can apply from Nepal Quota. But a Nepali born in India cannot apply(cause India is not in DV scheme.).

In short your lawyer is correct. By the way - you can take advantage of NAFTA and get TN visa.
