Can a H4 tutor kids or teach musical instruments for kids at home "legally"? In this case, no employer is involved. Are there any documents to be filed for such tutoring activities? What are the implications of the tutoring in terms of the immigrations laws/regulations :confused:

What happens if somebody files a complain to ICE about working illegally on H4 visa? Does it afffect the person on H1B?

Actually, there are plenty of settings where tutoring kids is done as a volunteer activity (big brothers/big sisters etc.) So, if you do it for free (e.g. for a neighbourhood or youth organization) you don't have to worry about negative immigration consequences.

The moment you take money or any other money like benefit, you have violated the conditions of your visa and you could end up in removal proceedings.
 
I believe I mentioned big brothers/big sisters, neighbourhood and youth organizations and not for-profit companies.

(you are a bit like my sister, she will scream herself hoarse at the 'echo lake' just so she can have the last word)
