In what circumstances does the papers get transferred to the local INS ?

I wanted to find out in what circumstances does the papers from the NSC gets transferred over to the local INS. Is it detrimental or useful ? Your thoughts and views are appreciated.
 
Good question ... I am also curious to know about it -

I live in Chicago and work for my company\'s Chicago office. But as our attorney (Fragomen Del Ray...) always file cases at VSC (or for some other reason - I do not know!) my 485 is filed at VSC. Chicago does not come under VSC\'s jurisdiction. Do you think my case will be transferred to the local INS office? If so, at what stage of I-485 it happens?

My 2 cents

If VSC thinks that it is incorrectly applied to that service center, it transfers the case to NSC. I think some cases get transferred to the local offices in the instances where it is complex, like changing jobs after 180 days.
 
How about "no reason whatsoever"

My case has been transferred to the local INS office for NO reasons at all. No job changes, no address changes, no complexities at all. I guess I got lucky. ND September 1999, and still waiting.

It is random....sometimes they

transfer cases for people who have ben married for less than 3 years....
They transfer only 2% of all the applications(like if u were illegal etc..).....so chances are less....
But in Baltimore they transfer 70-80% cases.....to speed up the process......
but they don\'t realize that INS-Baltimore sleeps on those cases for another
4-5 months and delay the process.....

Anyone knows if case will transfered to local,
1)when it happen after filing 485
2)which take longer transfer or non_transfer as of total processing time?
