immigration visa for brother and sister

Hello,

I have applied for my brother on July9, 1997 under 4th category for visa. As of Dec 2008, the visa date is now is 15sept97. I would like to know about what time frame (advance) do they start sending paper work to start the process for future visa dates that are within the year. Please advice me on where and how to find out what the prcessing date is now for the paper work to start the process. I am aware that there is address , family addition and fingure print, medical that needs all to be done before the visa date is issue.

Hmmm, the visa bulletin says Apr 1986 for the 4th Category, not Sept 1997. Are we looking at the same bulletin? Mine's here http://travel.state.gov/visa/frvi/bulletin/bulletin_4384.html

Sorry, my bad.

From my husband's experience (he was petitioned years ago by his Mom), the sponsor (his Mom) got a letter from the NVC informing her that my husband's priority date was going to be current soon. So Mom-in-law actually got the letter 2 months before hubby's priority date became current. There were also instructions on how to do Consular Processing. However, at the time, my husband was here on an M1 visa (student), so he was able to adjust status. He waited for 2 more months until his priority date became current, then filed I-485 with a copy of the approved I-130, a cover letter explaining his eligibility (i.e., his priority date is now current), medical exam, etc. etc.

i do know that visa date for india for brother sisiter relation is sept 97 currently. But I applied for my brother in July 9, 1998 , I would just like to know when do they start sending paper work to start the process. My friends' brother was file injune 1998 and he received the paper work already two months ago. Please tell me if anyone knows.
