Immigration For Two Parents and Three Siblings

I wish to start the immigration process for my parents and my three siblings (age 22, 18, and 15). My parents already said they wouldn't immigrate unless my siblings are allowed to do so at the same time. The 22-year-old has mental issues, and he constantly needs care from my parents.

So here are my questions:
1. How to best approach the filing process? Must I fill out Form I-130 for each family member separately? I wonder if there is a better way to ask USCIS to view all five petitions as a whole story...

2. Will my 22-year-old brother be specially considered because of his mental illness?

3. I've read that the waiting period for siblings could be up to 11 years - is that correct? That just seems like a very long time.

4. Finally, is there even a chance/ a glimmer of hope that immigration for all five of them would be approved?

Assuming you are a USC, your parents can immigrate in a few months but siblings immigration can take several years because of annual quotas. That is the way it is.

Separate I-130's are required for each applicant.

No special consideration for your brother.

If they can only immigrate together, it will take up to 11 years after you file I-130. If you want to get started, file for your siblings first. Then after 10 years or so ( 1 year away from siblings' priority date), you can file for your parents.

After they all immigrate, you will have to think about medical care options for your medically needy brother and elderly parents. Since immigrants who do not work in the US cannot get Medicare, they will have to buy medical private insurance which I hope will be available from 2014 as part of Affordable Care Act (aka Obamacare). It will cost several hundred dollars per month per person at today's rates and will cover pre-existing conditions.

Is it possible to go us from another country like china,India and Nepal if the siblings are staying in US from past 15 years;Can we go and work there!!
 
I wonder how your mentally needy brother would pass interview as it will be definitely happening to the sibling applications?
and he cannot seperate from your parents. I assume it would be a mission impossible.
