Immigrant visa for religious worker

Dear sir,

I was previously on H1B visa.I have two years of full time religious work experience in my home country india.

Can i enter us on permanent visa by filing I-360 petition or i need to have two years work experience in USA?

OR I shall apply for R-1 visa and after arrival in US i apply for I-360?

I have sponsors to file petition. I left US two years ago.
