Out of curiosity, i was looking at the processing times for various districts and was surprised to see
Christiansted USVI (Virgin Island) is processing application recieved on oct 16 2003 as of 14th Nov 2003 (better than philly ;) )

I guess people living here don't need FPs, security checks etc done. They probably file N400 and directly take the oath..

No, they just didn't get the memo about what year is it now and what year was it last year.

Where can I find the processing times for any districts? Is it official USCIS publication? Thanks.
 
N-400 times are listed under local districts, because most of the work is done here (FP, interview, oath) even though you mail your application to your service center.
