ilegal but married to us citizen

My cousin got married last month to an us citizen, but he has been in the country for over 7 years iligal(also entered iligal). He contacted a lawyer and was told that nothing can be done for his case, is this true?
Someone mentioned the form I-601 could help, any advise?

True.

One who entered illegally can not adjust their status in the USA. A i-601 waiver is the only possibility, but those are VERY hard to obtain.

"Very hard' may not be necessarily altogether true. I have a friend who's wife walked across the Mexican border 15 yrs ago without inspection. She applied for AOS few yrs back, via i-601, and was approved with little evidence. Fos AOS they didn't have much, i.e. kids, house, bills ect. She now is a U.S. citizen...

Anything is possible. Contact another lawyer and get another opinion.

That is not exactly true. It depends on the country/consulate you are dealing with and attorney if you have one. US consulates in Mexico for instance approve about 85% of all waivers with the consulate in Ciudad Juarez approval rate being 95% . The consulate in Accra Ghana however has an approval rate of less than 50%.

He recently was told by his lawyer to apply for I130 so at least he can get a drivers license in FL, i told him to hold on and find out if it involves an interview process(does it?) About the I 601 the lawyer said it is very hard to do and advised against it.
