IL - SC "push" or DO "pull"?

Always wondering how interview scheduled. Is it a service center “push” or district office “pull” process? If it’s a SC “push” process, then all DOs in the same SC should have the same/similar pace? If it’s a DO “pull” process, then DOs that have more applications/less staff will be slower?
I see some DOs are slower than other DOs in the same SC?

My understanding is that SC runs the interview scheduling on behalf of the DOs, and that each IO effectively has their own queue, thus allowing for the scheduling of employee vacation time etc.
 
I guess you are from the manufacturing engineering background.. In that case this is really a case of "pull" but seems like a push because the interview letter comes from the service center not the local office. The reason it is a pull system is because even though the scheudling is done centrally, the scheduling can happen if there are empty slots for interview. Thus NSC may schedule earlier at St. Paul compared to Detroit.

I still can understand it even I don't have manufacturing engineering background :)
