If priority date becomes current on JULY's bulletin - can't submit I-485 til JULY 1?

This is a hypothetical question, in fact it was raised by my friend whose priority date is ALMOST there.

The monthly visa bulletin is usually released in the middle of the previous month. I assume the JULY's bulletin is about to be released sometime this week, so if my friend's priority date becomes current on July's bulletin, can he submit his I-485 immediately, or he needs to wait... to make sure the package arrives USCIS AFTER July 1st?

The Visa Bulletin is issued early, but the dates in it do not take effect until the month listed in the visa bulletin. The July bulletin is issued in mid-June, but does not take effect until July 1st. If his I-485 is received prior to July 1st it will be immediately rejected.

Will he get a receipt first and then get the rejection notice?

Possibly, but the USCIS mailroom is usually pretty good about rejecting petitions filed too early.
