If Green Card Holder Passes Away

hello all

If GC holder passes away back in his home country what should the other family members need to do ?
Should they notify the consulate immidiatelly ?
whatelse can be required and necessary ?
what act is taken by consulate ?

secondly after that incident if the death person's spouse decides not to reside in states any more what should she do
Would she be allowed to turn her GC back to consulate ?
Can this be a common practice ? or will there be a fine or penalties for that?

I am in the same situation. One of my friend has died after getting green card. I am helping his family. If you have any answer please reply.
