If company's location change does company has to apply H1 again for the employees. My company's location change but it is in the same state and same city, just couple blocks form the old location.

No

New h1 is not required. Generally even if there is a name change or movement to a different metro area, a LCA amendment and H1 amendment might be required. I dont think that is required in your case.
