I94 Question

Hi all,

I received a change of status from F1 to H1 while in the US. I travelled to India for my visa stamping and at the port of departure, the officials took my I94 that I had in the passport (was that my F1 I94?) and forgot to take the I94 that came with my H1 approval notice.

My questions:

1. Were they supposed to take the I94 that came with my H1 approval notice?
2. If yes for (1), how do I send it to them now that I am back in the US
