I94 not given at the airport while travelling outside US,Will this effect pending I485? for any reason, Is it legal to go without giving I94 at the airport??

Huh... I am not sure I understand your question. You don't get I-94 when you leave country, you submit your last one when you leave country.

If one forgets to surrunder I-94 at departure from US airport
then what to do:

** explain in cover letter that you forget to submit I-94 or Airline never asked/taken then send the I-94 to the address in pdf link and keep copy of I-94(both the sides for your future records)

officer will tell you and may be delay of 10-14 months after interview ( i know a similar case), they will hold the case and investigate your exit and entry status to make sure you always maintained the valid status in US.
