I94 expiring pls help

My wife's H4 is ending by Feb28. Its already Feb23.
1. Is it too late to apply? And also my new H1B is under process. 2. Is it enough to send the receipt notice with the H4 application? And also i had sent for revalidation couple of months ago and did not get approved,
3. will this affect. They had asked me to get it from overseas office. My I94 is valid till 2006 though.
 
Contact attorney and immediately file H4 extension of your wife with form I-539, attach your H1 approval or H1 extension filing receipt, her passport pages, her I-94 copy (both the sides) USCIS fees $140 and the package must reach USCIS before feb 28
