I864 required for upgrade application?

Hi,
I'm putting together a 485 package to send to the INS to upgrade our pending I130 application to a higher priority since I am now a US citizen. My wife is in the US and working on a work permit L1 visa. Do I still have to send a 864 with this application?

As of now, I am planning on sending the following

1. Letter to the NBC asking to upgrade the I130
2. Copy of I130 receipt
3. I765
4. I485
5. I131
6. Completed I693 from a designated physician

Let me know if I've missed anythings

I-864 does not depend on the I-130 or its upgradation.
It goes with the I-485. So dont forget to send it as you would get an RFE which could delay your case. Rest of your package looks fine, just pay attention to the finest detail of the instructions. Make sure you have your/your wife's birth certificate (or affidavits + non-availability certificate), IRS tax returns, passport photos and checks with correct amount (fees changing on oct 26th).
