I824 cable

I am doing follow to join for my wife in india. My I824 approved on Oct 23 and they cable this to chennai on Oct 30.

But I didnot receive packet 3 yet. Chennai consulate says they have not received this case.

what are my options? Do you guys think is it helpful if I call Local Congressman.
