I485 is with an Officer. What does it mean

Hi

I have an I140/485 pending and both of my cases are outside their normal processing dates (meaning I should have received a response by now). Anyway, I did call them and opened a service request and I got the following response from them:

"Your application is currently with an officer; you will be notified when a decision has been made or if additional information is needed."

What does this mean? Is it a good sign, a bad sign, or it just means that they are holding on to it and I may end up waiting for years to come??

Any help would be greatly aprpeciated

My Timeline:
Labor Certificate approved in 2006 (Oct) EB2
I140/485 Filed cuncurrently with NSC (4/2007)
I140/485 transferred to local office (July 2008)
I140/485 were transferred back to NSC (April 2008)

good sign if he approved it, bad sign if he deny the application.
