I140 Rejected

Guys,
My attorney received the letter that my I140 is rejected bcos of
inability to pay.Here are my dates.
EB3 labor approved: July,2002
I140 ND: Aug,2002
I140 RFE: Jan,2002
Company is having around 20-25 employees and even though company has the ability to pay the salary i dont know why I140 got rejected.
Pls advice me what to do and is there anyway to appeal it and what docs are needed.

What was the RFE content, was it a long notice asking for various details of the company. The decision they took might have depended on what was requested in the RFE and what all evidence was sent by your company.
