My attorney is filing my I140, EB3. I was born in Hong Kong. Is the Hong Kong quota falling into the EB3-China? Is the Premium help? My attorney said the Premium could not help, I am wondering and see other posts having almost the same situation as mine. Could I change my I140 to PP after submit the regular I140?
