i think USCIS have outsourced GC processing, i noticed most of the approval emails comes either at night around 9:00 PM or in the morning around 10:00 AM

Thanks for the "coll name" comment. Some other people have commented similarly. Honestly, at the time I registered to this forum, I didn't think that there will so several of us who would be able to relate to it's implied tragedy with humour. I think all of us are made to be clowns by the CIS - whoever felt that they are smart - needs to be a given a small dose of CIS - to bring their self-opinion come crashing down.
