I140 approvals in December - Policy Change

It has been a great forum and I thak Rajiv Khanna for maintaining this site. My 140 got approved in Dec\'01. My attorney is sending me packet 3 information this week. They told me that my case would not be sent to StLouis, and would be directly sent to Chennai consulate. Please clarify.

Mine is not a AC-140 case. I wanted to know if there is any difference between I-140 approvals in Dec\'01 and from Jan\'02.
My attorney told me that For Dec cases Packet 3 will be sent to Chennai consulate. From Jan the packet 3 will be sent to St.Louis and from there to NVC. But they are sending me DS230 Part I and OF-169.
