I am indian born and canadian cetizen,i my father applied for I130 in 2009, i know its going to take long time, but when he appled we were canadain resident, does it make for file to shorter or reguler time, is it country and where you born make difference

It makes not different where you live at the time the application was filed, just where you were born.
