I130 for Parents

I am planning to apply I130 for my parents, they have never visited US. They applied for Visitor visa before but it got rejected. There is a section in I130:
C(16) Has your relative ever been under immigration proceedings?
-- Does this apply for Visitor Non-Immigrant Visa?
D (2). Have you ever before filed a petition for this or any other alien?
-- Does this apply for Visitor Non-Immigrant Visa?
C (15.) Name and address of present employer (if any)
-- Is this for Beneficiary(parent) or myself (petitioner)
