I130 For Driver License In Fl

Hi I'm US citizen and I file a I130 petition on april 2001 for my brother, now the NOA is oldest than 3 years and the Driver license in florida requires a NOA of 3 years ago. He needs to renew his License driver whit an updated NOA.

My question is if is posible to update that NOA,or file a new application from me to my brother of the I130

Please advise and thanks in advance
