I saw in one web site that if you cross 180 days after applying I 485 . You can go any consulate any show the I 140 approval and I 485 recipt and get the GC. Is that true.?
 
Does it make sense?

Even if you go through formal CP, you need to wait NVC to send your files to the designated consular office and make appointment for interview.
It takes a few months.

How can ANY consulate give you immigrant visa without any data about you in their hands?
