We all heard about INS Backlog Elimination plan. They are speeding up the process of getting GC for asylees. Are they gonna do anything about applications based on marriage to GC holder (currently wait is almost 5 years)? Please respond, I need your feedback.

That is due to quotas and not backlog on applications. There is a quota set by congress on number of visas given to spouses of Green card holders, thats why the wait is 4 years now.

There are bills in congress that would eliminate the cap and treat spouse of PR as spouse of Citizens.

You need to undertsand one immigration fundamental: the marriage backlog is not the fault of the USCIS. Congress imposed an annual limit. Demand is greater than supply, so you have this long wait. It is like the asylee backlog before. Only Congress can do anything about it. Do not ask the USCIS to do something that it is legally incapable of doing.

If congress wouldn't do it, I am sure that USCIS would have done it. Probably Congree became a good reason for CIS as FBI is right now for backlog.

Anyways, there are alot of cases involve of this process
