I called IIO, he asked me to wait till six months from PP.

You could

call another IIO and make sure that they have scanned your fingerprint and picture. The lack of scanning is a common problem on the plastic card issuance. However, your case doesn't seem badly delayed. It's up to you.

I called IIO today..

She asked me to wait for another 4 weeks, and said that my doc is not lost.
while I think my case at least should be on the "ADIT completed " stage.
