I have been told I need a sponsor as my husband has not paid taxes

Can anyone please let me know what responsibility this is for the sponsor it terms of who are they bound to in any legal way me or my husband.

If your husband is your petitioner he will be required to file an I-864 with your I-485 even if you need a joint sponsor. There has been cases on this forum of RFE sent for the petitioner (the one who signed the I-130) to send in a I-864. 800 Customer Service also told me the same information, that the petitioner is required to file an I-864 even if they didn't make any money.

I think, the OP wants to know if I-864 sponsors are liable if the sponsored immigrant does not pay his/her federal/state taxes.
