Say a husband and a wife win a green card lottery. Wife comes to US and husband chooses not to. Wife travels back and forth on advance parole to be with husband. A few years pass, now wife gives birth to a child abroad and the entire family decides to permanently relocate to the USA. What is their best course of action: file an I-824, follow to join petition for both or does she have to go through an I-130 process? thank you
 
well this is a tough one. i guess you file the papers and go through the process. usae a lawyer or at least try to speak to one briefly. you should havev gone though usagclottery dot com for more information.
