Why do you need this vote ?

India is already in the list of countries which receive SS benefits if a person of Indian origin has served in US for 10 years. This treaty was signed long time back. The person doesn't have to be a US citizen. This issue has come up recently because of Mexico. I think they want to add mexico now.
