Anybody can apply for a US visitors Visa; whether the consulate finally grants it or not is their decision. If you have/take/submit all the relevant paperwork for her per the consulates requirements, she should have a good change of getting the Visa. And you are already a US citizen. So I don't really see what the issue is?

If she gets a visit visa, of course she may visit. Depending on her citizenship and the consul/consulate, her chances may vary from high to extremely low.

I think I have read on this forum itself that getting a visitor Visa for a spouse of US Citizen is next to impossible?

Why is that?

If spouse of US Citizen applying for US visa (tourist visa) it's most likely she is trying to visit US not immigrate, indeed she immediately qualifies for immigration visa if she wants to settle in US. She's probably don't even have to demonstrate ties to his/her original country. I mean Common Sense.

If spouse of GC holder applying for US visa, it's a different because it's taking few years to bring spouse into US if you are GC holder (permanent resident)

Which is an entiry that is not common :)

:D I mean why would you reject USC's spouses application for visa if she states that purpose of the visit is tourism. She's not gonna overstay and live in US illegally. If she wants to stay come on, she can apply for Green Card.

What is the advantage of coming to the USA on B2 and then do AOS as opposed to doing the consular processing? The GC is 99.99% guaranteed either way.

The guy is a Citizen. He married a non-US citizen who has a good Govt job and they both want to spend their rest of their life in their native country ( assuming india) . He still wants to be a US citizen and the couple want to visit US once in a while. If she gets a GC, she will loose it as she cant maintain residency. She cant get citizenship as she will loose her job in India.

I only hinted at how consuls may think when adjudicating such a B-2 application. :)
