I am new in USA, should I send I-134 for inlaws B visa?

Hi, I am here on L1 visa for 3-4 months, and thinking of having my inlaws visit here. I have couple questions:
1) with not a big bank balance (only few thousand dollars) and that too a very new bank account, is that a good idea to send an I-134? also just being 3-4 months in the USA, is that a good idea?
2) I heard if I send the papers as a son-in-law and daughter, there are better chances of getting the B visa for them, as opposed to their son sending it. (they got rejected once when he sent the papers a year back). But he is settled here for a long time.
3) Should we just have them apply without an I-134?

Any thoughts and experiences are veryappreciated.

What is the rush? You do not have anywhere near enough savings if you have only a few thousands in the bank. Check back when you have 6 months of your living expenses saved.
