Please help me understand how to deal with these I94s. I have one from my F1 visa that has D/S. Now with my H1 approval I have 2 I94s at the bottom.

Which one do I surrender when I leave US. How do I use the other 2.

Check for date of validity

D/S = duration of status, but if you changed from F1 to H1 then the most recent I-94 will have the date of validity. Read the card carefully it might say retain this portion for records and the other half needs to be turned in when you leave US. Earlier at the airports you could just hand in whatever I-94 came up in your dont know the current practices, i.e. if they check dates or not.

Yes the left one says retain for records and the right portion says to turn in when leaving the country. This right one doesnt have any date printed on it but the left one (for my records) reads till 4/1/2005.
So the I-94 that i have currently attached to my passport (reading D/S) is now defunct?
Do the airline people really turn in these I94s to the INS?

transit visa

I read that the european nations now need a transit visa even if one doesnt leave the airport. And in the documents required for transit visa they list "a valid US visa" and suggest if one doesnt have one to contact INS. I am wondering what do people who have expired F1 and approved H1 do here, wanting to get to India to get the H1 Visa?

Correct but if you see the I-94 number (10 or 11 digits) from the F1 and the H1 should be same!

With thousands of departures from US everyday dont know how long it takes INS to get the I-94s back and if a few are missing.

Transit visa are generally needed only if the passenger leaves the airport. But what you point out is a real catch-22 check with embassy of country needing transit visa and if possible get the visa in US itself. You may have to spend a day at the nearest consulate.

Better do not go by Air France take the SWISS Air ticket , you do not need Visa or Take British airways, No Visa required and in India you can Stamp your Visa.
