I filed I-102 at my local INS office. It was no fee application since I filed it for the first time after I had been granted asylum.

Here is the deal. The first thing I did after my asylum had been granted I visit my local INS office and asked for applications for EAD and I-94. I asked what were the fees and the clerk answered that since I had been just granted asylum both applications were free. I sent applications to Nebraska for EAD and to Vermont for I-94.Very soon I recieved my application from Vermont back with the blue paper stating that I hadn't included the fee. I came back to my local INS office and luckily met the same clerk. She listened to me, took my I-102 form and said that they could issue I-94 for me there at local INS office which was a surprise for me. Why hadn't she told me that the first time I'd been there? However in about 4 months I received a letter from them which said to come and to grab my I-94. That's what happened.
