I -94 on Approval Form

Please advise.

on the H1 Approval form (I- 797) on the lower portion there are two pieces. Left one is the one with Receipt # and the right side is the I-94.

When I last entered usa, the officer has taken away the I-94 (Right side ) and gave me a new one. He said I should have submitted when I go out of the country.

Now on the approval form I do not have the lower right side (I-94). Now I have come out of USA. Now when I return back to USA can you tell if this is a required one.
Some people say that I should have never submitted it to him and I should always have it. Please tell me if this is correct and if it is how can I get that back?

also who should have the top portion of the approval. is it the employer or the candidate who should have this.

Officer was right, you must surrender all the I-94 including the one attached to I-797A when you departed the US.
You shouldn't have any problem because of missing I-94 in your I797 when you reenter.
if employer gave the top portion to you, keep it. Good to have it.
