I-94 is expiring soon but no tickets available. Can i extend visa for this reason

Hi

My parents are here on visitor's visa. We had booked 6 month return ticket. But at the port of entry they got only 3 months visa which expires in May.
When we tried to move ahead their return date, we were told that there is absolutely nothing available in the month of April and May. We even got the written letter from the airline to that effect.
As a result, we are thinking of filing for extension.
My question is would this be a valid reason for asking an extension as i have a proof, letter from airline which states the fact that they have comfirmed reservation in Aug and are waitlisted in May. The letter also mentions the fact that they do not have any seats available for the month of April and May.
Little background on their mulitple entry visa. The current multiple entry visa is about to expire in Nov 07 In last 10 years they have travelled about 8 times to US and had applied and used 2 extensions (6 months each). Hence we cannot use the standard reasons like "wish to see other parts of America" etc. So in short they have used this 10 year visa to the fullest extent and hence we were not thinking of applying for extension this time. But due to circumstances we might have to do so.

Any thoughts/advise on this will be helpful.

Seeing they were given restricted I-94s, I would advise against applying for extentions. The officer at the POE must have had some doubt on their intentions that he/she issued restricted I-94s. Perhaps he added "notes" in the "database". If your parents apply for EOS, that "database" will be queried. What if EOS is denied? That will invalidate their multiple entry visas. I would advise that your folks depart the US before their current I-94s expire. I don't think USCIS will grant an EOS based on the fact that no airline seats are available. They can always take another airline, change flights in Europe, or go via the Pacific. Heck, there is always Mexico and Canada.

Take then to Canada.
Make sure you hand over your I-94 to the US officers.
Reenter after few days. I think they will get new I-94 with probably some extension.
Or talk to an experienced lawyer.

You say that there are no tickets in Apr & May. I assume seats are available in the month of June. If so , you should get a confirmed reservation on the first available seat in June and apply for an extension up to exactly that date only. Do not apply until August !.

Attach all the letters from the airlines. Most return tickets are non-refundable and you should also have the airlines mention that their return portion of the fare cannot be refunded.

Short term extensions like 1, 2 weeks etc gets approved easily.
