I-94 Extension

My friend's mother is in US on visitor visa and she is hospitalized for the past 4 months. Medically she is unfit to travel.
Her I-94 expired in first week of September. But my friend applied for her I-94 extension during July (as soon as she is hospitalized due to emergency) with proper documentation.
Two days back he received rejection letter from USCIS.

Are there any way to re-apply for her I-94 extension ?
I would like to hear from experts.

I would suggest that he talk to an immigration lawyer and let him/her handle the case.
 
Shashidar,
I believe there is no appeal to the I-539 decision. I may be wrong however. Has the original I-94 expired?
