I-9 is only for the company to keep on file for their records to prove (if ever asked) whether thier employees are lawfully employed. Its never sent to any government agency, unless otherwise prompted. Neither USCIS, not IRS will ask you to update it. Some tiny companies never even fill them out!
What does it matter how long it takes USCIS to send you a card? Filling out the I-9 sooner will not help YOU in this specific case.

Are you saying that by having updated the I-9 ASAP you will have already prooven to your employer that you are PR, even if you were to loose your passport at a later time (and hence I-551 stamp), and thus you have complied with the law regardless of whether you lost your stamp or not? Seems like a slim benefit, unless I'm missing something else, that's why my name is Curious George.
