Does anyone know If my husband has to sign the I-864 form in front of a notary? I sent my I-485 in Septemer 2003. Where can I submit I-864? I is too late? Thanks in advance

I-864 SHOULD be signed in front of a notary or an immigration officer and the form should be notarized.

The current requirement is to submit I-864 along with the I-485 package when you send it to the lock box. If you had submitted your application to the DO directly in 2003, USCIS would send you a letter asking you to mail your I-864 or to bring it with you to the interview. Since its been a while, you may want to get an INFOPASS and check on your case.
