I-864 Do I need to pay $70?

Hi,

I am filing I-130, I-485, I-131 concurrently inside U.S. I have a questions about I-864 Affidavit of Support. Does anyone know if I need to pay$70 and where should I send to?

"Although USCIS does not charge a fee for this form, the Department of State does charge a fee of $70 when the Affidavit of Support is reviewed domestically."

Why? It says that the Department of State does charge a fee of $70. I am confused.

for consular processing DOS charges the fee. For AOS USCIS doesn't charge the fee.

I thought AOS is reviewed domestically and the Department of State will charge a fee of $70.

The fee is for Consular Processing cases.
