I-797 for Naturalization Petition

USCIS is holding N-400 petitions in suspense and asking for I-797.
This is strange because in none of the instructions is this mentioned. They already have copies of both sides of the green card which would not have been issued if I-797 was not produced while stamping the passport after I-485 approval.
Any comments because I am planning to write a polite letter saying they are acting beyond their authirity by holding the petitions in susoense and not even informing the petitioners--only found out oc checking the case status. Interestingly the fingerprints have been done already. Applications filed in February and Narch 2010.
 
What do mean by "holding N-400 petitions in suspense"? All petitions, or are you referring to your own?
 
I am not referring to my case which was processed in 2006-7.
These cases are for two of my acqaintances in NYC who filed their petitions in February-March 2010.
When doing the case status search online it said that the cases have been held in suspense and a RFE has been posted. No RFE has been received till date although in the first case the RFE has allegedly been posted on 3rd March. On contacting the National Benefits Service Center an automated message states that because I-797 has not been received the case has been held in suspense util the I-797 is received.
Interestingly in both the cases the fingerprinting notices have been received and the biometrics done in April.
Hence my proposal of writing a letter before going for an Infopass appointment. Quite candidly the I-797s may involve a lot of searching or applying for a duplicate copy.

In this case, RFE is the FP. The online system is not always up to date, hence not very reliable.
The I-797 is used for NOA, FP and IL. What the automated system most likely meant is that the cases are being processed and that a I-797 will be sent to applicant informing them of interview date, or the case is suspended and the applicant will receive further instruction in form of I-797.
You're reading way into what it thinking that cases are being suspended for applicants not sending in their I-797s.
