I-539 related questions

My friend entered the US on a B-2 tourist visa May 2, 2009 and her I-94 expiry date was stamped by the immigration office as July 31, 2009 which is only 3 months and the usual time is 6 months. She has basically come here to take the US medical licensing exams and now she needs to extend this 3 months time frame to another 3 months making it a total of 6 months. The reasons being that she has applied for observership/shadowing positions and is awaiting to hear the results. She also plans to take another exam in September this year.

There is no problem in filing for the I-94 extension. However, she plans to leave for India in late September and re-enter the country in sometime November, 2009. She wanted to know if this I-94 extension will pose a problem in re-entering the US.
Does anyone know if I-94 extension may pose problems for re-entry into the US later?

The point to ponder upon is why was she not given a 6 month I-94? She was given a "restricted" I-94. Perhaps the POE officer was not sure of her intentions. Applying for an extension on a "restricted" is not a good idea in my opinion. I am not saying that it will surely be denied, but it stands a good chance of being denied. A denied I-539 then opens the door for 222(g).
