I-485 - which center has jurisdiction?

Hi,

Is there a RULE which says that we HAVE to file I-485 at the service center which has jurisdiction over your place of work/residence? Or is it where your company is headquartered? Or are we free to chose which service center to file? This becomes especially important since now INS is allowing concurrent filing of I-485 with I-140. My I-140 is going to be filed in Texas, but I live in Ohio. So I will have to file I-485 (if done concurrently) at Texas. My question is - is this allowed? Can a person living and working in Ohio file I-485 in Texas? [my company dictates that I have to file I-140 in Texas]. BTW, my company is headquartered in Texas.

There are actually several contradictory statements. My opinion is that you should file the I-485 at the service center that approved the I-140 (or where it is pending). Actually, I think you have a choice of either the service center that approved the I-140 or the service center with jurisdiction over your residence. Of course, the residence can change but the service center approving the I-140 will not.
