I 485, what does waiting for report from investigative agencies mean

Guys, the IIO freaked me today, I called them to find out the status of my case

WAC-02-086-xxxxx

The reply was this. Sir, we are waiting for the report from the agencies and that shoud come in the next 3-4 weeks after which your case will be assigned to an officer.

Now this is startling. I thought that the reports would mean the FBI and IBIS check after the FP, in my case FP was done June 21,st and AVM changed message saying FP results received and proccesing resumed now on June 26th.

So what in the world is this investigative agencies report, have anyone of you experienced this , pls advice
 
For India Job Offer Cases , Usually they pull your OF-156 Form that you submitted to the Consulate or St.Louis .
Is part of the Agency Check , FBI and Consular ( DOS ) ...

Can u tell me what does india job offer mean? and also DOS..and St Louis? I didn't goanywhere near St Louis!

old case pending because of no investigation report

FP:12/01

IIO said case is still pending because CSC hasn't received the investigation report yet.
I did FP in December last year. Why still no
investigation report back? Tried to send inquiry
and 'still pending' was the reply. Don't know what to do now.
 
Optional Form 156 - when u applied for your Non-Immigrant Visa stamping to the consulate or Dept of State (Dos ) at St.Louis ..
