I-485 submission

My labor and I-140 was approved in December 2005 by the Texas Service Center. Till now I was not able to file my I-485 due to retrogression. Recently I saw in a website that Nebraska Service Center is processing I-485 even in cases where the visa numbers are not available, which is known as "Pre-adjudication". Since my I-140 was approved in the Texas Service Center, I have to file my I-485 in the same service center. Does this 'pre-adjudication' process apply to other service centers other than Nebraska too? In other words can I submit my I-485 to the Texas Service Center based on the 'pre-adjudication' process. I will be glad if someone could give me some input in this matter. Thanks in advance.

----- that is correct but they will not APPROVE it till visa available. they just look at file and if any info missing then ask and even send FP notice. They just complete the preliminary process so that no wasting of time at the time when PD becomes current

If you PD is current then you can file I-485. not on the basis of 'pre-adjudication'

-------So does that mean that I can submit my I485? Yeah I know it cannot be approved without my PD becomign current. Also does that mean that 180 days after the submission of I485, I will be eligible for AC21 portability, and I will be allowed to change jobs to a similar position. I would be glad if you could throw some light into this situation. Appreciate your help.
