I-485 Processing Time in CSC

Why in CSC\'s report, its I-485 Processing Time is always 1/1/98,
but we all know that lots of people who filed I-485 in 2000 have been aproved.

Because in JIT report they officially tell you the oldest case
they are still processing. It doesn\'t mean they are only working
on \'98 cases.

I\'d kindly argue that.

The JIT date for I-485 remains the same for months, right? I don\'t think so many \'98 cases remaining to be adjudicated. I guess that it is only the excuse that IIOs use when they are asked over the phone.
